Francisco Mingorance
Senior Director of Public Policy, Europe

As Senior Director of Public Policy, Francisco Mingorance oversees BSA’s European public policy affairs. He advises BSA member companies on public policy and legal developments affecting the IT/software industry in Europe, the Middle East and Africa, notably on intellectual property protection and sector-specific technology issues.

Prior to joining BSA, Mr. Mingorance held the position of Technical Advisor for the European Commission (DG Development) on policies relating to the affordability of pharmaceuticals in developing countries. Mr. Mingorance also served as Executive Director for the Fondation du Présent (FdP), promoting information exchange, global advocacy on IP protection and access to essential medicines through information technology networks; Co-founder of Magic Network SARL, an independent software company developing and marketing JAVA mainframes emulator software packages; and Legal Advisor for World Intellectual Property Organization (WIPO).

Mr. Mingorance holds a Masters in Management of Technology from the Swiss Federal Institute of Technology (EPFL Federal Institute of Engineers) and Texas Business School (Texas University, Austin, USA) and a Masters in Law from the University of Geneva.

Benoît Müller
Director of Software Policy, Europe

As Director of Software Policy in Europe, Benoît Müller oversees the Business Software Alliance’s European software policy activities. He is responsible for advocating on behalf of BSA’s member companies on policies related to technology neutrality, interoperability, and standards in Europe, the Middle East and Africa.

Before joining BSA, Mr. Müller served as Secretary General and Legal Counsel of the International Publishers Association, Manager and Member of the Board of the International Digital Object Identifier Foundation, Substitute Member of the Board of the International Federation of Reproduction Rights Organizations, and Member of the Board of the Swiss Forum for Communication Law. Prior to these assignments, he worked in various positions and independently in law, consulting, cultural events organization and journalism.

Mr. Müller holds a Master in Law from the University of Geneva and was admitted to practice as attorney at the Bar of Geneva.
