| Stan Liebowitz Director, Center for the Analysis of Property Rights and Innovation, and Professor of Managerial Economics, University of Texas at Dallas Professor Liebowitz received his undergraduate degree from Johns Hopkins University and his doctorate in economics from UCLA. He is currently a professor of economics in the School of Management at the University of Texas at Dallas and director of the Center for the Analysis of Property Rights and Innovation (CAPRI) after having been on the economics faculty at the University of Western Ontario, University of Rochester, and an Olin Faculty Fellow at the University of Chicago Law School. In addition to five books, he has published over sixty articles in journals including the American Economic Review, the Journal of Political Economy, the Journal of Economic Perspectives, the Wall Street Journal and CIO Magazine. Professor Liebowitz is known for his work on network effects, path dependence, and the economics of copying. His widely cited 1999 book with Stephen Margolis, titled "Winners, Losers & Microsoft" received positive reviews in outlets such as the Wall Street Journal and the Economist. Their work demythologizing the QWERTY keyboard [it is just as good as the alternatives] is well known inside and outside of academia. Their critique of network externalities and their definitions of lock-in have received wide notice in the academic world. Professor Liebowitz's early work on the impacts of new copying technologies was recently celebrated in a published symposium. His recent work examines the impact of file-sharing networks on copyright owners and concludes that file sharing has caused the large decline in CD sales. He has been on the editorial board of the Review of Economic Research on Copyright Issues, Copyright, The Journal of Network Industries, and a Special Issue of MIS Quarterly devoted to Network Issues. He is also on the advisory board of the Center for the Study of Digital Property, the Center on Entrepreneurial Innovation, the Digital Economy Center, and the Center for Intellectual Property as well as being a research fellow at the Cato Institute and the Independent Institute. The frequency with which his work is cited by professional economists led to his inclusion in "Who's Who in Economics." In 2002 he was asked to give the keynote address at the inaugural meetings of the Society for Economic Research on Copyright Issues and he is now currently vice-president of that organization. His work has been the focus of articles in The Economist, The Wall Street Journal, the New York Times, a program on the BBC and numerous other media outlets. His 2002 book entitled "Rethinking the Network Economy" was chosen by Soundview Executive Books as one of the thirty top business books of the year. He has consulted and testified in the United States and Canada on issues related to technology, antitrust, performing rights, and intellectual property. |

Tomas's sales portfolio includes solutions and services for mobile and fixed operators in such areas as the Service Layer, Messaging, Enablers, Gateways, Revenue Assurance, Real-Time Charging, Service Assurance, and Mobility World Consulting areas. Tomas joined Ericsson 1994, and has worked with Asia Pacific mobile operators for 8 years, with 4 years of experience in Taiwan and Singapore. He has also worked in the Ericsson Global Account for Vodafone located in UK for 2 years (2000 - 2002), to support the establishment and growth of the Vodafone global operations. Tomas has a Master of Science degree in Engineering & Management at Chalmers University of Technology and partly at Berkeley, California. | Henry Soelistyo Budi Deputy of Administration, Office of the Vice President, Republic of Indonesia Mr Henry Soelistyo Budi is presently the Deputy of Administration, in the Vice President Office of the Republic of Indonesia. He has played an instrumental role in the development of the intellectual property regime in Indonesia. He is the secretary general of the Indonesian Intellectual Property Society, as well as a member of the working team on the Drafting of National IPR Laws and Regulations. He has participated as a panelist at a range of events, including the WIPO Regional Round Table on the Protection and Collective Management of Copyright and Neighboring Right for Asian Countries, and the Symposium on "Software Business and Intellectual Property Issues in Asia", organized by Software Information Center (SOFTIC), Tokyo, Japan. He has also represented Indonesia as a member of the national delegation to the Diplomatic Conference of the Patent Law Treaty, the Asia Pacific Economic Cooperation Meeting, the Diplomatic Conference on Certain Copyright and Neighboring Right Questions, and the Indonesia-Australia Sub Working Group on IPR - Working Group on Trade, Industry and Investment. Mr Budy has a Bachelor's degree in law from Faculty of Law Diponegoro University, Semarang, Indonesia, as well as a Masters of Law from Queen Mary & Westfield College, University of London, UK. |
| Julian Ding Country Manager, The First Principles Law Firm Julian was a practising advocate and solicitor in Malaysia since 1986 until 2003. He is the Country Manager for First Principles - an international business, regulatory and public policy consultant, bringing together the discipline of law, public policy, economics and psychology. During his time as a lawyer, he handled numerous litigation cases and disputes both in court and in arbitration, as well as corporate law matters advising both the private and public sector, handling privatisation cases and analysis of policy. As a policy analyst, he has undertaken assignments involving the policy assessment of the form and nature of a vaccine institute, including drafting the enabling laws for the Ministry of Health, Malaysia; advised the Australian Consumer Group for the Energy Sector on effects of vertical mergers to consumers, advised a mobile operator in Brunei on the possible impacts and implications of the new regulatory regime, including the engagement strategy for the operator, undertaken a study on developing a policy position on the patentability of computer-implemented business method patents for Malaysia, and was the project leader in a study to examine regulatory and policy issues and identify any impediments to the encouragement or undertaking of e-transactions for the Ministry of Energy, Water & Communications, Malaysia; and has undertaken the development of a numbering and electronic addressing plan including its applicable regulatory instruments. Julian's breadth of experience and expertise covers a wide range of activities from public private partnership arrangements to designing and drafting of regulation and legislation to examining new issues and problems brought about by technology, and the designing of software, technology contracts and outsourcing arrangements, including a risk analysis and profile. He has written several diverse papers and has authored "E-Commerce: Law & Practice", the Malaysian telecommunication regulatory framework for Kulwer's International Telecommunication Law and a chapter on "Internet Governance" for a 2005 United Nations publication entitled "Legal Issues in the Global Information Society". Julian holds a bachelor of laws from London University and a master of public policy and management from Monash University. Whilst undertaking his masters he was awarded a scholarship for excellence by Monash University. For his masters he undertook a research paper entitled "Managing the Digital Divide by Developing Countries". |
| Goh Seow Hiong Director Software Policy (Asia), BSA Goh Seow Hiong is the Director of Software Policy for Asia with the Business Software Alliance (BSA). He focuses on commercial software, open source, interoperability, open standards, cyber security and cyber crime developments across Asia and has responsibilities to represent the views of BSA's member companies before governments and the marketplace in the Asia Pacific region. Prior to joining BSA, Seow Hiong was in legal practice at the Singapore law firm of Rajah & Tann, where he regularly advises clients on a wide range of technological areas. He was in the Singapore public service for 10 years before joining private legal practice. He was the Deputy Director of Infocomm Development Policy and concurrently the Deputy Director for Infocomm Security at the Infocomm Development Authority of Singapore (IDA). Seow Hiong is experienced in the process of establishing the legal and policy ICT and e-commerce frameworks to facilitate the development and growth of the e-commerce and ICT industries, including the drafting of the Singapore Electronic Transactions Act and the amendments to the Computer Misuse Act. He has spoken at events organised by various international forums such as WTO, WIPO, OECD and ASEAN on ICT, e-commerce, intellectual property and other developments. Seow Hiong has contributed chapters to several books including "IT2010: Beyond the Web Lifestyle", "e-payment: The Digital Exchange". "E-Security Law & Strategy", the first and second editions of "Digital Review of the Asia Pacific", and "From the Digital Divide to Digital Opportunities: Measuring Infostates for Development". He has also published numerous articles on the topics of security, spam, open source and commercial software, industry development, competition and regulatory frameworks. Goh Seow Hiong has a Bachelor of Arts in Computer Science, with Honors and Distinction in General Scholarship from the University of California at Berkeley, and a Master of Science in Computer Science from Stanford University. He also holds a Bachelor of Law with Honors from the University of London, and a Postgraduate Diploma of Singapore Law with Merit from the National University of Singapore. He is called to the bar of the Supreme Court of Singapore as an advocate and solicitor. |
| Lau Kok Keng Head, Intellectual Property, Technology, Entertainment and Communications Practice Group (iTec), Rajah & Tann Lau Kok Keng graduated from the National University of Singapore in 1989. He heads the iTec (intellectual property, Technology, entertainment & communications) practice group (comprising 14 lawyers and a paralegal) of Rajah & Tann, the second largest firm in Singapore. Kok Keng undertakes a broad range of work including advising on intellectual property, technology and electronic commerce issues, trademark and copyright licensing, franchising operations, sports, gaming regulatory, media and entertainment law issues. He has acted as Counsel in litigation involving intellectual property enforcement and disputes, domain name disputes, software development disputes, internet defamation, IT contract disputes and telecommunications / competition law related litigation. He has also represented clients in negotiating IT development and implementation deals and acquisitions of intellectual property assets.He acts for various multinational IT corporations, owners of famous trade marks, copyright licensing organisations, educational institutions, major software and hardware manufacturers, providers of internet access services, e-commerce portals, internet content providers, search engines, banking institutions, media broadcasters, and online/offline gaming operators. He has written many articles, spoken at various conferences, including at WIPO organized workshops and symposiums, and is regularly interviewed by the press and media in connection with his areas of expertise. He was named in Asian Legal Business's Legal Who's Who 2003 for Singapore in the IT category, and is a Recommended Lawyer in Global Counsel 3000 for Singapore in the Communications category. Together with two senior officers from the Registry of Patents, IPOS, he has co-written a LexisNexis publication, "Patent Protection Regimes: A Comparative Guide". | Arun Mahizhnan Deputy Director, Institute of Policy Studies (IPS) Mr. Arun Mahizhnan is concurrently an Associate Professor (Adjunct) in the School of Communication & Information, Nanyang Technological University. Mr Arun's research interests at IPS include issues relating to information communication technology (ICT) and mass media; development of Singapore as an Information Society; e-Government; and arts and cultural developments in Singapore. He has edited books and contributed articles on the above topics. His latest publications include " Broadcast Media in ASEAN" a book co-edited with Henry Tan, "Singapore: Re-Engineering Success," a book on the future of Singapore, which he co-edited with Dr Lee Tsao Yuan, and "Selves: State of the Arts In Singapore" which he co-edited with Dr Kwok Kian Woon and Mr T Sasitharan. Prior to joining IPS in 1991, Mr Arun had spent 20 years in public and private sectors in senior positions in broadcasting and public communication fields. He holds a Master's degree in Sociology, from Flinders University, Australia. |
| Damian Domingo O. Mapa Commissioner, Commission on Information and Communications Technology Commissioner Damian Domingo O. Mapa was appointed to the Commission on Information and Communications Technology in September 2004. He heads the Strategic Business Development Group of the CICT. Prior to being appointed to the CICT in September 2004, he spent 20 years in carious companies in the private sector. His private sector career includes consulting assignments in the Philippines, the United States, Japan, Singapore, Indonesia, Hong Kong, Kenya and Tanzania; leading and working on various projects such as business reengineering and systems implementation. Commissioner Mapa has been involved in offshore services since 1986, when he was part of the team that established Accenture's first global offshore center. What started as a 12-person operation in the Philippines now has over 7,000 knowledge professionals servicing clients all over the world. His tenure included postings at Accenture's global headquarters in Chicago, and Accenture's Asia-Pacific headquarters in Tokyo. His exposure is not limited to large multinational companies. Commissioner Mapa is also a strong supporter of small and medium-scale enterprises. He has established two business incubators in the Philippines: HatchAsia, a technology business incubator located at the Bonifacio Globalcity, and Ateneo's JG-SOMBA, the in-house business accelerator of the Ateneo de Manila University's John Gokongwei School of Management. He is a recognized industry leader and a popular speaker at many industry gatherings. He is a Past President of the Philippine Association for Open Computing (PASSOC), Past President of the Unix Users Club of the Philippines (UUCP), and the Founding Secretary of the IT Foundation of the Philippines (ITFP). |
| Benoît Müller Director, Software Policy - Europe, BSA Benoît Müller directs the Business Software Alliance's European software policy activities; he is responsible for advocating BSA policies and is in charge of activities on technology neutrality, interoperability and standards, in Europe, the Middle East and Africa. Before joining BSA, Mr. Müller served as Secretary General and Legal Counsel of the International Publishers Association, Manager and Member of the Board of the International Digital Object Identifier Foundation, Substitute Member of the Board of the International Federation of Reproduction Rights Organisations and Member of the Board of the Schweizer Forum für Kommunikationsrecht. Prior to these assignments, he held various positions and worked independently in law, consulting, cultural events organisation and journalism. Mr. Müller holds a Master in Law from the University of Geneva and was admitted to practice as attorney at the Bar of Geneva. |
| Professor (Riset) Dr. Ir. Engkos Koswara Natakusumah Assistant Deputy, Networking Development Information of the Ministry of Research and Technology (RISTEK), Republic of Indonesia. Prof.(Riset) Dr. Ir. Engkos Koswara Natakusumah, MSc. APU is the Assistant Deputy for Networking Development Information of the Ministry of Research and Technology (RISTEK), of the Republic of Indonesia. While at RISTEK, he has played the role of Secretary/Facilitator for Development Priority of Information Technology and Communication, and has headed the execution of software development and testing. He has also been responsible for 3G-frequency spectrum application at the Ministry of Communication and Informatics. Prior to taking on his appointment as Assistant Deputy, Dr Koswara was the head of the Informatics Research Center (LIPI), and has coordinated the development of a number of key projects including Networked Digital Library, Development of E-Government, Increasing Computer Network, Development of IT Networking System, and the Strategic Alliance for IT. Dr Koswara has also held a range of appointments in the past, including being the Chairman of the 20th ASEAN Sub-Committee meeting on Microelectronics and Information Technology (SCMIT) and the 41st COST Meeting. He was also a lecturer of Higher Education at the Indonesian Germany Institute (IGI). Dr Koswara obtained his PhD in Information Technology in 1993 from the University of Salford, Information Technology Institute, in the UK. | Winston Conrad B. Padojinog Executive Director, Center of Research and Communication Foundation, Inc Winston Padajinog is the Executive Director of the Center of Research and Communication Foundation, Inc, one of the Philippines' foremost institutional think tanks. Parlade Chairman, The Philippine Legal and Regulatory Committee of the Information Technology and E-commerce Council (ITECC) ITECC is an ICT policy-making body under the Office of the President. He is also Executive Director of the Cyberspace Policy Center for Asia-Pacific (CPCAP), and Chairman of the Commission on E-Business and Telecommunications of the International Chamber of Commerce (Philippines). He was a Hubert Humphrey Fellow on IT Law and Policy at the American University, Washington DC in 1999-2000. Considered a leader not only in the legal and policy circles but in the ICT industry in the Philippines as well, he holds various positions in other IT organizations, including the IT Association of the Philippines of which he is Vice-President and a Trustee. |

| Associate Professor Dr. Toh See Kiat Chairman, Goodwins Law Corporation Dr Toh See Kiat has a Bachelor of Laws (NUS), Master of Laws (Harvard) and a PhD in Law (London). He is an Advocate and Solicitor of the Supreme Court of Singapore, a Solicitor of England and Wales, Fellow of the Singapore Institute of Directors and Fellow of the Chartered Institute of Marketing (UK). Besides being an accredited mediator of the Singapore Mediation Centre and an arbitrator on the panel of the Singapore International Arbitration Centre, Dr Toh practices and conducts seminars on information technology, intellectual property, competition, commercial and corporate law. Dr Toh is the author of Paperless International Trade: Law of Telematic Data Interchange (Butterworths Asia, 1992) and co-editor of Legal Aspects of Doing Business in Singapore (Addison-Wesley, 1996). He was formerly editor of The Electronic Commerce Law Review (Graham & Trotman) and a member of the International Editorial Advisory Board of eBusiness World (International Chamber of Commerce). He has published numerous articles and papers and advised several government agencies on eBanking, EDI, eCommerce and Internet law. Dr Toh is a former Singapore Member of Parliament. His past appointments include Chairman of Aljunied Town Council, a municipality of 100,000 plus households (1997-2001), and President of the Consumers' Association of Singapore (1995-2000). He wears many hats in public service, including being presently a member of the Board of Governors of Temasek Polytechnic, Singapore; President of the Singapore-Pakistan Development (SPADE) Forum, member of the National Trust Council, the National Internet Advisory Committee and the Singapore EDIFACT Committee; and an expert on the DocDex Panel (documentary credit disputes) of the International Chamber of Commerce. He is also Honorary Legal Advisor of the Information Technology Management Association (Singapore) and the Singapore Computer Society. Dr Toh is also a founder and Chairman of CommerceNet Singapore (part of a global consortium of eBusiness companies) since its inception in 1998. |
| Wong Y-Mi Chief Technology Officer, GHL Systems Wong Y-Mi is the Chief Technology Officer of GHL Systems Berhad, and has been with the company since its founding in Jan 1998. GHL Systems is one of the leading financial and transaction payment technology companies in Malaysia and is responsible for supplying a major portion of the credit, debit, ATM, loyalty and smart cards devices, technologies and infrastructure in Malaysia. GHL Systems has also developed a myriad of Internet portals, security technologies, financial frameworks, networking products and enterprise payment technologies. Their clients include 90% of the major banks in Malaysia, some major commercial and government financial Institutions, highway & toll operators, oil & gas and insurance and major corporate companies. Y-Mi has 10 years of IT experience covering GIS (Geographic Information Systems) mapping systems, facilities management, payment, security and transactional systems. He was involved in Telekom Malaysia's national facilities management and mapping project as a Software Engineer and later on as a System Administrator. Since Y-Mi joined GHL Systems in 1998, he has been the chief architect and developer in many of its major products, projects and e-businesses. | Dr. Yusseri Yusoff Chief Executive Officer, Omnilogic and Project Director for the Malaysian Public Sector Open Source Software Initiative Dr. Yusseri Md. Yusoff is the Chief Executive Officer of Omnilogic Malaysia, an IT company specialising in Open Source Software. He is also a Director and equity holder of the company. He also currently serves on the board of directors for several companies, related to IT and other areas. He is also currently the Project Director for a Government of Malaysia initiative, titled "The Malaysian Public Sector Open Source Software Initiative" headed by the Malaysian Administrative Management and Modernisation Planning Unit (MAMPU). Prior to starting Omnilogic, he was the Assistant General Manager for Information and Communications Technology at Advance Synergy Berhad (ASB - see http://www.asb.com.my/), a public listed company on the main board of Bursa Malaysia (formerly the Kuala Lumpur Stock Exchange). There, he was responsible for all IT initiatives and deployments within the ASB group of companies. In addition, he also served as the Chief Executive Officer of XGO Technik Sdn. Bhd., a fully-owned subsidiary of ASB; Deputy CEO of Unified Communications Ltd., another subsidiary of ASB, which is a telecommunications service provider listed on the Singapore stock exchange; as well as Directorships in several other subsidiaries. Before joining ASB, he was the Chief Technical Officer as well as a Director for DRBHICOM Information Technologies Sdn. Bhd. (DHIT). While there, his responsibilities included being the technical lead for the software development of the KOMNAS Twenty20 Linux-based PC (see http://www.komnas.com/). Apart from managing the overall system architecture, he was primarily engaged in kernel tuning and customisation. It was at DHIT that he worked on the team preparing the proposal for the development of an OSS initiative for the Government of Malaysia. The proposal was accepted by the Government after several iterations and it was then that he was appointed as the Project Director for the initiative. Before joining DHIT, Dr. Yusseri was employed as the Manager for R&D at Open Source Systems Sdn. Bhd. (OSSSB). The company specialises in high-performance technical computing system development, systems integration and development work using open source software and was also, briefly, a reseller of SuSE's Linux products. As OSSSB, he was involved in R&D on high performance computing (Beowulf clusters, grid engines), high-availability and failover clusters (LVS and HA), as well as Linux-based Virtual Reality systems. |
